Emergency Preparedness
and Response Plan

 
Experts say that it is not a matter of if disaster will strike. Instead, it is a matter of when. Accordingly, it is the goal of the Foundation to facilitate resident self preparation and to utilize available Foundation resources to benefit the community once a disaster strikes. This plan sets forth the ways in which the Foundation seeks to achieve this goal.

A. The Foundation's Active Role in Emergency Preparation
The Foundation is in a unique position to provide residents with access to the information and skills that they need to prepare themselves before disaster strikes. Following are ways in which the Foundation commits to assist resident self-preparation efforts.

1) Distribute and make available an emergency preparation guide for residents;

2) Offer disaster-related training in Rossmoor that will include but may not be limited to first aid, and Community Emergency Response Team training;

3) Use Channel 28 and the Rossmoor News as appropriate for public service announcements;

4) Stock designated locations/clubhouses with basic first aid supplies and generators for resident use in the event of a disaster;

5) Encourage residents to coordinate preparation and planning activities within Rossmoor hrough appropriate donations to community service organizations/clubs organized with an  emergency preparedness mission;

6) Coordinate with disaster relief organizations and the local government as appropriate in disaster planning; and

B. The Foundation's Limited Role in Emergency Response
The Foundation's ability to respond following a disaster may be very limited in the initial days. To the extent possible under the circumstances, the Foundation will:

1) Establish a control center at the Gateway Clubhouse that will direct the Foundation's response efforts;

2) Establish a communication center near the control center to communicate with outside agencies following a disaster;

3) Evacuate trust properties if necessary;

4) Evaluate trust properties such as the clubhouses, and as appropriate open them for public use; establish a basic first aid center at the Gateway Clubhouse;

5) Secure the gate;

6) Facilitate entrance of emergency response personnel and evacuation of residents if necessary;

7) As resources permit, assist residents with light search and rescue operations and expand the first aid services provided
