Rossmoor Walnut Creek and RWC Governance

The Golden Rain Foundation now doing business as “Rossmoor Walnut Creek” (RWC) is a California nonprofit mutual benefit corporation formed to serve Rossmoor’s active adult community. RWC was originally established to sponsor the creation of Rossmoor’s housing associations, known as Mutual Corporations or “Mutuals”, and to hold, in trust, all recreational amenities and community-owned facilities for the benefit of the Mutuals.

In its role as trustee, RWC provides a wide range of services to the community on a nonprofit basis, including the maintenance of streets and facilities, administrative support, and recreational and wellness programming.

Governance is provided by a nine-member volunteer Board of Directors, with each member elected to represent one of Rossmoor’s nine voting districts. The Board sets community-wide policies, oversees operations, and makes decisions that affect the shared amenities and services of Rossmoor.

RWC vs. the Mutuals: How Rossmoor Walnut Creek is Governed

Rossmoor is governed through a shared model that includes the Golden Rain Foundation (GRF) and Mutual Corporations (Mutuals). Each Mutual is an independent HOA responsible for managing its own buildings, landscaping, and property-specific concerns.

In contrast, the GRF—acting as Trustee—oversees communitywide services and amenities that serve all residents, such as recreational facilities, transportation, and infrastructure.

Both the GRF and the Mutuals have boards elected by residents, and both value community input to guide their decisions.

RWC Board of Directors

Rossmoor Walnut Creek is governed by a nine-member Board of Directors, with each director elected to represent one of Rossmoor’s nine voting districts. While directors must reside in the district they represent, they are entrusted with serving the interests of the entire Rossmoor community.

Board members serve staggered three-year terms, with elections held annually for three of the nine seats. This structure ensures continuity, experience, and consistent leadership in community governance.

RWC Board Meetings

The RWC Board meets monthly to establish policies, procedures, and rules for the community, as well as making decisions on community facilities.

The RWC Board typically meets as follows:

Regular Meeting: Last Thursday of each month at 9:00 a.m.

    • Note: In November and December, a combined meeting is held on the 1st Thursday of December.

Mid-Month Meeting: 2nd Tuesday of each month at 9:00 a.m. (scheduled as needed; held infrequently)

All meetings take place in Peacock Hall unless otherwise noted.

 

How to Provide Public Comment at GRF Meetings

Rossmoor Walnut Creek encourages Rossmoor residents to participate in the governance process by submitting public comments at RWC Board and Advisory Committee meetings. Comments may be provided:

    • In person during meetings
    • Via Zoom
    • In writing by email
    • By delivering a hard copy to the RWC Board Office at the Gateway Clubhouse

RWC Advisory Committees

The RWC Advisory Committees are groups of resident and board-appointed volunteers who support RWC Board of Directors by providing research, feedback, and recommendations on specific areas of community operations and services. They do not have decision-making authority but play a vital advisory role in the governance of Rossmoor.
